The Patria (Homeland or Fatherland) is a red dot sight produced and used by Cuba. The Unión de Industria Militar (UIM) is probably responsible for its construction. It presumably replaces the VILMA OEG in Cuban service. Like the Vilma it mounts either to the rear sight block on an AKM or more traditional AKM optics side rail.
Of note in photos is that the Patria is sometimes mounted backwards on rifles. Based on parade photos the adjustment knobs are on the rear of the scope body not the front.

Possibly an early production Patria. Note the battery case is directly atop the sight body instead of being canted to the right.
